The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) is announcing a public session to review and approve one draft decisions on implementing the access to national short numbers of range “1” and two decisions for amending previous Administrative Board Decisions on establishing the quality parameters for public mobile telephony services and approval of the standard form to ensure these parameters (docs in state language). The session is scheduled for Thursday, June 23, 14.00, at ANRCETI office, 5th floor, Conference Room.
The three draft decisions were subject to public consultations on the agency’s Web page: the first draft decision – May 11 - June 3, the other two – May 11 - 27. During the consultation period, the Agency received recommendations for the first two draft decisions, the majority of which were taken into consideration for the final versions of the documents. The recommendations are included in the first and second syntheses (docs in state language), which are as well available on the Agency’s Web site for consultations.
The documents are accompanied by Explanatory notes: first, second and third (docs in state language), documents which explain and justify the necessity to adopt the draft decisions.
The first draft decision provides, as of January 31, 2012, for the implementation of the access to national up-to-6-digit short numbers and codes of range “1”, without dialing prefix “0”, from all the geographic zones and all fixed and mobile networks, except “1600” code, which will be implemented before 31.12.2012
Providers of public fixed and mobile telephony networks are required to start, as of September 1, 2011, the required modifications in their networks in order to implement the access to national short codes and numbers and to inform ANRCETI thereof.
The second draft decision establishes the quality indicators for providing public mobile services, considerations for measuring parameters that characterize these indicators, manner of presentation and publication of the information by providers of public mobile telephone services. This draft decision will complement ANRCETI Board Decision No. 278 (doc. in state language) of 17.11.2009 establishing quality parameters for public electronic communications services
The third draft document includes the standard form for publication and presentation of the information on quality parameters for public mobile services. Once approved, it will amend ANRCETI Administrative Board Decision No. 23 (doc. in state language) of 03.08.2010 for the approval of standard forms for publication and presentation of the information on quality parameters for the provision of public electronic communications services.
