On May 19, 2016, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) hosted a working meeting with experts on postal service regulation of the Communications Regulatory Authority (RRT) from Lithuania. It was an exchange of experience within the framework of the Cooperation Agreement signed by the two authorities in 2012.
ANRCETI invited the experts from Lithuania in order to study the best regulatory practices of RRT in the postal sector, applied in Lithuania since 2003. ANRCETI was assigned with postal service regulation powers on April 29, 2016, when the Law of Postal Communications (Law no. 36/2016) entered in force.
According to the Agenda, the participants discussed the legislation and the regulatory environment on the postal market in Lithuania and Moldova, exchanged views on RRT’s regulatory practices in postal sector, such as regulating access to the postal network of the universal postal service provider and tariffs for such services, setting tariffs for universal postal services and the mechanism for funding and compensation of net cost for universal postal services. In accordance with Law no. 36/2016, ANRCETI will have to complete this work in the fourth quarter of this year.
RRT is one of five regulators from European countries that signed a memorandum of understanding with ANRCETI, for the purpose of facilitating the cooperation and exchange of information in regulating the electronic communications. ANRCETI signed such memorandums with regulators from Bulgaria, Romania, Macedonia and Czech Republic.
