The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) consider that, in 2015, ANRCETI team reached notable results, succeeding at the same time to lay the foundation for new projects in 2016 that are aimed to encourage competition and enhance investments in electronic communications infrastructure for the benefit of consumers. This conclusion is the message of the preface to ANRCETI Report on Activity for 2015 which was published today on ANRCETI official website www.anrceti.md.
The document contains 10 chapters describing in detail the main activities of ANRCETI last year, the most important regulatory acts issued and their impact on the electronic communications market, as well as the regulator's priorities for this year.
In the preface to the Report, ANRCETI Director Grigore Varanita, mentions three actions that can be qualified as the most important in terms of their impact on the market. It is the finalized third cycle of market analysis in order to remedy the competitive situation on relevant markets; the first spectrum auction for 800, 900, 2100, 2600 and 3400-3800 MHz licenses; the adoption of regulatory documents required for granting the 470-694 MHz spectrum licenses to be used for the operation of national digital terrestrial television multiplexes (A and B) and license issuance. Varanita said that by granting these licenses ANRCETI created the conditions necessary for a smooth transition from analogue to digital television.
Referring to auction above, Grigore Varanita mentioned that although only a single provider (Orange Moldova) took part in the auction, and it ended, pursuant to the established procedure, with its designation as the winner and the release of two spectrum licenses, besides, ANRCETI gained more experience for holding such auctions, which will help organize the auctions scheduled for 2016. As well, Varanita underlined how important it is for ANRCETI to approve in the near future the regulatory documents required for the implementation of the 112 emergency services.
In the same context, Grigore Varanita highlighted ANRCETI no.1 priority for 2016 - the Implementation of the Law on Access to the Properties and Shared Use of Infrastructure Associated with Public Electronic Communications Networks, which entered in force on April 15, and the new Law on Postal Communications, recently approved by the Parliament. Both laws prescribe new responsibilities for ANRCETI, which will require devoted engagement and big efforts from our team, estimated ANRCETI Director.
On yearly basis, before April 30, ANRCETI makes publicly available a Report on Activity and evolution of the electronic communications market in the preceding year. This is done for the purpose of informing the public about the actions taken by the regulator to encourage competition and protect consumers, as well as about the situation on the ICT market and perspectives of electronic communications service development. The report "Evolution of Electronic Communications Market in 2015" was presented during a press conference on April 14 and is now published on ANRCETI official website.
