ANRCETI Administrative Board will approve draft decision on cost calculation for interconnection services

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is announcing its intention to examine and approve draft Decision (doc. in state language) on methodological principles of cost calculation for interconnection services, in a public session scheduled for April 22, at 14.00, ANRCETI office, 5th floor, conference room (134 Stefan cel Mare bd.).

The draft was presented on the Agency website for public consultations, in the timeframe March 4 - 22, 2010. So far, the Agency received feedback from Moldcell JSC and Arax-Impex LLC. It was included in the summary of recommendations, which the Agency will publish its official website.

Last year the Agency developed and submitted for public consultations the draft methodology for FL-LRAIC-based calculation of costs for of interconnection and access services. It was developed in order to regulate the pricing for interconnection services applied by providers with significant market power on relevant markets.

Having analyzed the recommendations made by the public consultations participants and by the experts of the technical assistance project provided by the European Bank for Reconstruction and Development to the Agency, ANRCETI found it necessary to substantially modify the draft and rename it.

The new draft Decision sets out principles for developing detailed costing model for interconnection services. According to this document, these models will be developed by the Agency, and every model will be accompanied by a document describing the methodology applied.

The Explanatory Note to the draft specifies that the Agency will apply the FL-LRAIC for short and medium term and the FL-LRIC (pure LRIC) methodology – for a long term. The pure LRIC methodology is easily qualified by the European Commission Recommendation of May 7, 2009 concerning the regulation of mobile termination rates for phone calls in fixed and mobile networks as the most suitable for calculating the costs incurred by providers.
