Session for Approval of Obligations Imposed on New Providers Designated as Having SMP on Market for Call in Individual Fixed Telephone Networks
The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCET) is announcing for Thursday, August 22, at 14.00, a public session to review and adopt draft decisions (docs in state language) on imposing special obligations on new providers designated as having SMP on the markets for voice call termination in individual fixed telephone networks (Market 3). The session will take place at ANRCETI Office (134 Stefan cel Mare bd., 5th floor, Conference Room).
The draft decisions were developed based on the provisions of Law on Electronic Communications and on Administrative Board Decision no. 3 (doc. in state language), 12.02.2013 on identification of the market for voice call termination in individual fixed telephone networks and designation of providers with SMP on this market. A part of these providers are new entrants.
The authors of Analysis of Market 3 (doc. in state language), published on 05.02.2013 on ANRCETI Internet page, proposed to maintain the special ex-ante obligations imposed during the first cycle of relevant market analysis, on providers designated as having SMP on the market for voice call termination in individual fixed telephone networks and impose special ex-ante obligations on the new providers designated as having SMP on this market.
The draft decisions were subject to public consultations on the Agency Internet page, in the timeframe May 17 – June 10, 2013. No comments or recommendations on the draft documents were received by ANRCETI.
According to the Explanatory Note (doc. in state language), Market 3 was analyzed according to the criteria provided in Annex no.1 of the Regulation on identification and analysis of relevant electronic communications markets and designation of SMP providers on these markets, as well as based on the current situation on this market.
