The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) issued today, September 18, a decision (doc. in state language) prescribing to JSC „Moldtelecom” to put an end to breaches of license conditions for the use of radio frequencies and channels in the provision of 3G mobile electronic communications networks and services.
Pursuant to p. 2.10.4 of license conditions, the license holder must ensure the identification of new 3G users on basis of contracts or identity card. However, JSC „Moldtelecom”, as found by ANRCETI specialists monitoring the activity of this provider, fails to comply with the said obligation.
On September 15, 2010, JSC „Moldtelecom” announced launching of 3G services, including video calls, data transmission and Internet access, through pre-paid SIM (U-SIM). In certain cases, these services are provided without first checking the users’ data from identity cards. ANRCETI qualifies the situation as a breach of license conditions held by JSC „Moldtelecom”.
Through its Decision, the Administrative Board required that JSC „Moldtelecom” take steps to remedy the consequences of the breaches and inform the agency, within 5 calendar days, of the results.
JSC „Moldtelecom” was granted the license for the use of radio frequencies in the provision of 3G mobile electronic communications networks and services in December 2008, and in May 2010 – launched its network and services under the brand Unite.
