The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) is announcing public session for the approval of final decisions on identification of two relevant markets: voice call termination in individual mobile networks and voice call termination in individual fixed networks. The session is scheduled for Tuesday, July 6, 2010, at 14.00, at ANRCETI office, (134 Stefan cel Mare, bd.), 5th floor, Conference Room.
The first draft decision - identifying the market for voice call termination on individual mobile networks is accompanied by an explanatory note and the analysis of that market. The second draft decision - identifying the market for voice call termination on individual fixed telephone networks is also accompanied by a note and the market analysis.
These two draft decisions were discussed in the public meeting of the Administrative Board on June 1, 2010. At the meeting, the providers proposed that the Board postpone the decision and asked for additional time to submit recommendations on the draft documents, as the initial time was too short. The Board met the providers’ request. Some of them - Orange Moldova, Moldcell, Riscom and Arax Impex - submitted new recommendations on the draft documents. These recommendations were included in the summary of recommendations for the first draft and summary supplementing the second one, in both of which the Agency also expressed their views on all the recommendations received.
The first draft decision was placed for public consultation on the website of the Agency in the timeframe April 1 - April 20, 2010, the second - on April 28 - May 19, 2010. The first draft provides for the identification of three relevant markets for call termination on individual mobile networks and the second - of 17 relevant markets for call termination in individual fixed networks.
After approving the two decisions, the Agency will conduct full analysis of the market to determine the providers with significant market power and to establish special preventive obligations to be imposed on those providers.
