ANRCETI modified license conditions for provision of public mobile telephone networks and services

The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) approved the Decision on modifying the license conditions held by providers of public mobile telephone networks and services „Orange Moldova” JSC, „Moldcell” JSC and „Moldtelecom” JSC, authorizing those companies to provide traffic transit services via their individual mobile telephone networks.

The Agency developed the draft decision at the request of several providers of public mobile telephone networks and services who complained against the license condition restrictions for the use of network equipment in the provision of traffic transit services in mobile networks. The Agency examined the situation and found that this restriction is discriminatory against providers of public mobile telephone networks and services in relation to providers of fixed telephone networks and services, who enjoy the right to provide traffic transit services.

In order to ensure compliance with the principle of non-discrimination of providers of public mobile telephone networks and services, the ANRCETI Administrative Board decided, with the consent of these providers, to modify license conditions by granting their holders the right to provide traffic transit services in individual mobile telephone networks.

According to the Decision, the modified license conditions provide that the traffic carried by the transmission equipment of the license holder will be originated or terminated both on individual mobile networks and on other networks. The phrase ”The use of these capacities for other purposes is forbidden” was deleted from the license conditions.

The Agency considers that the mentioned decision will contribute to the removal of obstacles for the entry to the transit service market and enhanced development of this market.
