National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

A report of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) on numbering resources shows that in 2012, the numbers for mobile and fixed telephony and the numbers independent of location were most frequently requested by providers of public electronic communications networks and services.

From the total of 280,6 thousand numbers ANRCETI allocated to providers last year, 200 thousand were numbers for mobile networks and services, 62,6 thousand – for fixed telephony and 18 thousand – numbers independent of location.

Numbers independent of location are allocated to providers of public electronic communications networks and services from „30xxxxxx” and „38xxxxxx” number blocks, (where x = 0…9) for their use in the provision of VoIP telephony services. This type of telephony enables users to make phone calls, at fixed and mobile terminal locations, from/to the Internet network, based on packet-switched technology by means of IP signaling protocols H.323, SIP (Session Initiation Protocol), etc. 200 thousand numbers for mobile telephony were allocated to JSC „Moldcell” (from „789xxxxx” number block) and to JSC „Moldtelecom” (UNITE) (from „675xxxxx” and „676xxxxx” number blocks), 100 thousand each.

During the same timeframe, ANRCETI allocated to JSC „Moldtelecom” 14,3 thousand numbers for fixed telephony and 48,3 thousand numbers – to alternative fixed telephony providers. As a rule, alternative providers offer these numbers to their subscribers for triple-play services (Internet, TV and telephony).

Last year, ANRCETI also allocated 28 short national numbers of 14xxx format and 620 Premium Rate numbers. According to the National Numbering Plan (NNP), short national numbers of 14xxx format are allocated for general services such as (taxi, air, railway transportation, medical services, etc.), whereas Premium rate numbers (from „900xxxxx”, „905xxxxx” and „906xxxxx” number blocks) – for the provision of content services, such as: entertainment, games and contests, televoting, general information, business, marketing etc.

The NNP is the document providing for the structure, format and destination of numbering resources, used in the Republic of Moldova for the provision of services via public electronic communications networks. ANRCETI is empowered to administrate the resources from the NNP and to allocate them, upon request, based on a license, to providers, who may use them for their own need, offer them to subscribers or other entities authorized to provide public services.
