The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) gives notice to providers of such services as collection, transportation and distribution of postal items, including parcels and other postal services in Moldova and who wish to continue those postal service activities, to notify ANRCETI of their intention, within the timeframe October 29 - November 29, 2016, in order to be included in the public register of postal service providers and legally obtain the right to provide postal services.
This is an obligation prescribed by the Law on Postal Communications no. 36 of 17.03.2016 (hereinafter – Law 36/2016), with effect since April 29, 2016, by which ANRCETI was empowered to regulate the postal service sector, including the implementation of the general authorization regime for postal service provision. This regime allows postal service provision without an explicit decision from ANRCETI, by notifying to the regulator about the intention to provide postal service activities.
The regulator is notified by filling out the notification standard form, downloadable from ANRCETI website (A1_Notificarea_hca_18_din_2016), and submitting it to ANRCETI (134, Stefan cel Mare bd, MD-2012, Chisinau). The form includes the necessary data for the identification of the postal service provider and communication with him, the services to be provided and the estimated date for starting the work.
The preparation of documents related to the general authorization regime is free of charge and the right to provide postal services once granted to the applicant has no time limitation.
Postal service providers failing to comply with the requirements of Law 36/2016 assume the risk of being fined pursuant to the Code of Contraventions.
