The Administrative Board of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) is announcing a public hearing for next week to discuss and approve two draft decisions: the procedure for signaling points codes administration (docs in state language) and special license conditions for the use of non-geographic numbers in mobile virtual networks. The meeting will take place Tuesday, September 21, at 14.00, at ANRCETI office, 5th floor, Conference Room (BD. Stefan cel Mare, 134).
Both draft decisions were subject to public consultations on the agency Web page: the first – in the timeframe July 21 – august 20, the second – July 29 – august 23. The recommendations submitted to the Agency are included in the first and the second synthesis, both documents being displayed on the Web page.
The first draft decision is intended to improve and make more efficient the administration of the signaling codes, used by providers of electronic communications networks and services to identify networks or network elements. According to the Explanatory Note, the authors consider that this decision will ensure the necessary regulatory framework for efficient takeover, management and administration by ANRCETI of signaling point codes, as well as for the transparency of this process.
The second project aims at ensuring the efficient use of spectrum for public mobile services, promoting competition and protecting the rights of end users in terms of access to services provided by virtual mobile networks at mobile points (Mobile Virtual Network Operators - MVNO) numbers, using non-geographic number block 071xxxxxx, where x = 0 ... 9. The Explanatory Note accompanying the document specifies that despite the fact that currently virtual mobile networks are not regulated, the Agency imposes, through license conditions, only certain obligations pertaining to end users protection and the efficient and adequate use of corresponding numbering resources.
The documents states that the license for the use of non-geographic numbers for virtual mobile networks are issued only to providers authorized under the Law of Electronic Communications that are party to an agreement signed with a provider of public mobile electronic communications networks or provide evidence of parties’ intent to sign such an agreement.
