National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) announces for Wednesday, January 22, 2020, 10.00 am the public meeting to discuss and approve the draft Board Decision on the Program for Regulatory Acts Development for 2020. (hereinafter – the Program) and the draft Board Decision on modifications to the Procedure of Technical Resources Management, approved by ANRCETI Board Decision no. 27 of 21.09.2010, with subsequent amendments (hereinafter – the Procedure). The meeting will take place at ANRCETI office (134 Stefan cel Mare bd., 5th floor, Conference Room).

The draft Program was developed according to the provisions of the Regulation on Procedure for Public Consultations with Civil Society in the Decision-Making Process, approved by Government Decision no. 967/2016 and aims to ensure transparency in the process of developing and approving ANRCETI decisions.

The document was publicly consulted in the timeframe December 20-27, 2019, and the comments and proposals received from stakeholders are available in the Summary of Recommendations.

The Program includes 14 draft regulatory acts, which are meant to develop and update the regulatory framework for electronic and postal communications, according to the provisions of the Electronic Communications Law no. 241/2007 and the Law on Postal Communications no. 36/2016.

The Information Note to the document states that by means of this document , ANRCETI aims to revise in 2020 mainly the regulations regarding: ensuring effective competition on the electronic communications market , measures of ex-ante regulation of some markets, the Regulation on Control Activity performed by ANRCETI, the Regulation on Provision of Publicly Available Electronic Communications Services, as well as to update the content of the forms of documents issued in the process of authorizing postal communications providers, the general authorization and licensing in the field of electronic communications, etc.

The draft Procedure on Technical Resource Management was subject to public consultation on November 26 - December 10, 2019. The comments and proposals received by ANRCETI on this document are available in the Summary of Recommendations, which can be accessed here. According to the Information Note to the project, it was developed for bringing the Procedure of technical resources management in accordance with the new provisions of Law no. 241/2007, with the subsequent amendments, as well as to ensure the compliance of this normative act with the provisions of the Law on Normative Acts no. 100/2017.

The procedure establishes the structure, the destination of the technical numbering resources, the conditions of allocation, use, transfer, modification, suspension and withdrawal of the codes for signaling points, as well as the form (s) and the information required in order to submit an application for allocation, activation, assignment, waiver of the right to use technical numbering resources.
