Invited by the Romanian counterparts, a delegation of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md), under the leadership of ANRCETI Director Sergiu Sitnic, are currently (April 15, 16) on a visit to Romania to get acquainted with the experience of the Regulatory Authority for Communications (ANCOM) in implementing the European regulatory standards governing electronic communications.
At the beginning of the visit to Bucharest, the delegation of the R. Moldova and the Romanian side are going to discuss the issue of establishing a framework of cooperation and information exchange between the two authorities in terms of regulating electronic communications. The two sides intend to conclude a cooperation agreement, but not before the Memorandum of Understanding between the Government of Moldova and Government of Romania on cooperation in communications and information technology is signed.
The agenda of ANRCETI delegation includes a series of meetings with ANCOM officials to learn about the practices of the Romanian regulator in the implementation of number portability, use of geographic and non-geographic telephone numbers (independent of location) for IP telephony services, establishing quality indicators for the provision of mobile and digital TV, etc.
The Moldovan part is interested in the experience of their Romanian colleagues regarding the methodological approaches in the regulation of wholesale services, retail prices for services provided by the incumbent, regulation of access to physical infrastructure, solutions to other current issues the communications market from Moldova faces.
In 2006, ANRCETI signed a collaboration agreement for information and experience exchange in the field of electronic communications regulations with the Communications Regulatory Commission of Bulgaria.
