ANRCETI Published Quality Parameters for Electronic Communications Services Measured by Providers in 3rd Quarter of 2017

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published on its official website the quality parameters for mobile and fixed telephony services, Internet and pay TV, as measured by the providers of these services in the third quarter of this year and ANRCETI Report on results of monitoring those parameters. The publication of these data aims to inform consumers about the quality of electronic communications services they are using or intend to use.

The quality parameters of the four types of services mainly refer to network connection and start-up timeframes, data transfer speed, timescale for troubleshooting technical problems in the network, frequency of complaints from consumers, deadlines for solving these complaints, etc.

According to ANRCETI report, out of the total of 150 active providers on the electronic communications market, 143 – took measurements and presented to ANRCETI the values of service quality parameters, 27 – published this information on their own Internet sites and seven providers ignored this obligation. The list of the seven providers and list of providers that delivered this information is available in the annexes to the mentioned report. ANRCETI will start, pursuant to the applicable legal provisions, the procedure of sanctioning the providers with a significant number of subscribers, who ignore their obligations under the law.

In accordance with the provisions of the Law on Electronic Communications, as subsequently amended, ANRCETI established the quality parameters for electronic communications services subject to measurements, the content, the form and the manner in which the information on quality parameters will be published, in order to ensure that users benefit from comprehensive, comparable and easily accessible information.

According to the ANRCETI Administrative Board Decision no. 278 of 17.11.2009 on establishing the quality parameters for public electronic communications services, modified by Administrative Board Decision no. 68 of 12.11.2015, providers of mobile and fixed telephony services, Internet and pay television are required to measure and publish quarterly information on the measured quality parameters for the listed services in their commercial offices and/or on web sites by the 30th of the month following the quarter and submit this information to ANRCETI 10 days before the date of its publication.

ANRCETI has published on its official website the information on quality parameters for electronic communications services measured by the providers starting with January 1, 2014.
