The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) of the Republic of Moldova and the National Regulatory for Administration and Regulation in Communication (ANCOM) from România signed a Memorandum of Understanding to facilitate cooperation and exchange of information in electronic communications. He was signed Tuesday, June 14, in Bucharest, by Sergiu Sitnic, director of ANRCETI and Marius Catalin Marinescu, President of ANCOM. The event took place during a working visit Mr. Sitnic made to the regulatory authority from Romania.
The main objective of the memorandum is to establish the necessary framework for cooperation and exchange of information between the two parties in terms of regulation and surveillance of electronic communications sector, joint actions and exchange of experience intended to promote competition and legitimate interests of end-users, in accordance with the EU and international best practices.
The document sets out the objectives, scope and tools of cooperation between the parties, among which the most notable are setting up teams of experts, organization of expert consultations and mutual exchange of professional information and documentation, resulting from the regulatory activity of both parties. It provides for annual meetings of the two parties to review the progress and discuss ways to enhance collaboration.
In a statement after the signing ceremony, Sergiu Sitnic expressed confidence that the Memorandum will serve as a catalyst for a lasting partnership of cooperation between the two authorities, which will be beneficial for the electronic communications sector of the Republic of Moldova. He noted that ANRCETI is interested in the experience of his colleagues from Romania in the regulation of electronic communications markets in particular market analysis, obligations imposed on providers with significant market power on relevant markets, regulation of rates and cost accounting systems, implementation telephone number portability, the administration and management of scarce resources.
In his turn, Marius Catalin Marinescu said that the Romanian side is willing to offer assistance to their colleagues from Moldova both in solving the mentioned problems and implementing the best European practices in electronic communications regulation.
The Regulatory Authority of Romania was founded in 2002 as a public institution under the Government, in March 2009 it was transferred under the jurisdiction of the Parliament as an autonomous public authority. ANCOM is the only manager of electronic communications policies, post and information technology in Romania. Since 2004, ANCOM has been a member of the Independent Regulators Group (IRG) and from January 2010 - Member of the European Regulators Group for Electronic Communications (BEREC).
