The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published, on its official website, information on values of quality parameters for mobile, fixed, Internet access and pay TV services, measured by the providers of these services in the Q4 of 2017 and ANRCETI Report on the results of monitoring this information. The publication of these data is intended to inform consumers about the quality of electronic communications services they use or intend to acquire.
The quality parameters for the services mentioned above mainly refer to network connection and start-up times, the data transfer speed, the timescale for technical network failures, the frequency of complaints from consumers and the deadlines for solving the complaints.
According to the report, from the total of 146 providers liable under this obligation to measure and present to ANRCETI the service quality parameters, 141 - fulfilled this obligation, five neglected this obligation and 26 published this information on their own Web sites. The lists of the five providers and providers who measured and submitted to ANRCETI this information are available in the annexes to the report. The authors of the Report note that the five providers risk being penalized if they fail to comply with legal requirements in accordance with the legislation in force.
The obligation of providers to measure and present to ANRCETI the values of the quality parameters for mobile, fixed, Internet access and pay TV services is a provision of ANRCETI Administrative Board Decision no. 278 of 17.11.2009 regarding the establishment of quality parameters for public electronic communications services, as amended by Board Decision no. 68 of 12.11.2015.
According to the above mentioned decision, the providers of the four types of services are required to quarterly measure the quality parameters of the provided services, publish the information about the measured values of these parameters in their commercial offices and/or on their own Internet sites, by the 30th of the month next to the quarter and submit this information to ANRCETI 10 days before the date of its publication.
ANRCETI has published on its official website the information on quality parameters of the electronic communications services measured by the providers starting with January 1, 2014.
