The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) has placed on its Web page, for public consultations, the draft (doc. in state language) Administrative Board decision to amend Annex no.1 of the Procedure on Numbering Resources Administration. The Consultation will last through September 23, 2011. To this date, stakeholders are invited to deliver recommendations on the proposed document.
The Procedure was approved by ANRCETI Administrative Board Decision no. 58 of 21.12.2010 and entered in force on January 1, 2011. Paragraph 3 of section 2 of Annex 1 to the Procedure provides that the geographic numbers fixed local telephone networks WLL (Wireless Local Loop) of ZA(B) qyxxx(x) format, where Z = 2; A = 2…9; B = 0...9; q = 9; y = 1…9 and x = 0…9 shall be allocated to the providers of public fixed telephone networks and services, whereas paragraph 4 of this section – that geographic numbers of ZA(B) yxxxx(x) format, where Z = 2; A = 2…9; B = 0...9; y = 8 and x = 0…9, shall be allocated, as a rule, to newly-entered providers of public fixed telephone networks and services.
The draft amendment provides for the substitution of paragraph 3 and 4 with a new paragraph, as follows: "Geographical numbers of ZA(B) qyxxxx(x) format, where Z = 2; A = 2…9; B = 0...9; q = 8 and 9; where q = 8, y = 0…9, where q = 9, y = 1…9, and x = 0…9, shall be allocated, as a rule, to newly-entered providers of public fixed telephone networks and services.”
The authors explain the reason for this amendment by the need to ensure availability of numbering resources for newly-entered providers of electronic communications networks/services at fixed locations. Currently, the numbering resources for fixed telephony, from „22 8xxxxx” block for Chişinău and „231 8xxxx” block for Balti are exhausted.
The Explanatory Note (doc. in state language) supplementing the draft document says that the amendment proposed by ANRCETI was discussed and accepted during preliminary public consultations with the stakeholders. The authors of the draft document consider that approving this amendment will remedy, for a short term, the situation in terms of numbering resources availability for newly-entered fixed telephony providers. As a long-term remedy, the regulator foresees the National Numbering Plan to be closed. Currently, the NNP in the Republic of Moldova is an open plan.
