National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

On July 14 - 16, 2010, Dieter Staudacher, expert of the Austrian regulatory authority will pay a working visit to the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI - www.anrceti.md) to present and discuss the draft amendments to the Law on Electronic Communications. The document was developed as part of the technical assistance project „Communications Regulation Development” offered by the European Bank for Reconstruction and Development to ANRCETI.

The draft amendments and additions to the Law were prepared in order to bring it into line with the amendments applied in 2009 to EU directives governing the communications field. During his visit to Chisinau the expert will discuss the proposed amendments with the officials of the Agency. The parties will also examine the need to amend other legislation relevant for electronic communications and information technology. At the end of his visit, Dieter Staudacher will have a meeting with the decision makers from the Ministry of Information Technologies and Communications.

The Law on Electronic Communications was developed under 2002 EU directives and adopted in November 2007. It entered in force in March 2008 and replaced the Law on Telecommunications, adopted in 1995.

The technical assistance project „Communications Regulation Development has been planned for October 2009 - October 2011. Its purpose is to provide assistance to the Agency in implementing the Law on Electronic Communications and in the adjustment of national regulatory practices in this area to EU norms and standards. The next stage of the assistance is scheduled for early August, 2010.

The “Communications Regulatory Development” project is the second technical assistance project offered to ANRCETI. The first project was offered to the Agency at the beginning of its existence - in 2000 – 2002, by USAID.
