In a meeting on August 08, 2008, the Licensing Commission of the National Regulatory Agency for Electronic Communications and Information Technologies (ANRCETI), based on the provisions of legislative and normative acts in force and the invitation for mobile companies to submit the due applications, satisfied the application by JV "Orange-Moldova" JSC, requesting a license granting the right to use radio frequencies and channels for the provision of 3G cell mobile electronic communications services and networks within, the frequency blocks, in FDD regime-1935,3-1950,1/2125,3-2140,1 ĚHz and in TDD regime - 1899,9-1904,9 MHz with 34,6 MHz total bandwidth.
ANRCETI launched the invitation for mobile companies to submit applications on July 31 2008, based on the Licensing Commission Decision of July 30, 2008. The decisiont was placed on ANRCETI Web page and sent to the four cell mobile operators: JV "Eventis" LLC, JSC "Moldtelecom", JV "Moldcell" JSC and JV "Orange-Moldova" JSC.
The given license authorizes JV "Orange-Moldova" JSC to provide 3G public cell mobile communications network and services: voice telephony, SMS and MMS, roaming, data transport services, including access to mobile Internet, IP television, video on the entire territory of the Republic of Moldova, in compliance with standards for terrestrial radio access IMT-2000 with UMTS radio interface and exclusively using the block of frequencies, in FDD regime -1935,3-1950,1/2125,3-2140,1 MHz and in TDD regime - 1899,9-1904,9 MHz with 34,6 MHz total bandwidth.
JV "Orange-Moldova" JSC will be able to take the license within 30 days from the date ANRCETI approves the license issuance decision, after paying to the state budget the amount of US $ 8 million. The license fee was set by Government Decree no.660 of 02.06.08 on implementation of 3G cell mobile communications services.
The license will be granted for 15 years, with the possibility to renew it under the legislation in force.
Receiving the license, JV "Orange-Moldova" JSC, will also receive license conditions, comprising specific requirements and obligations that the license holder assumes for using the assigned block of frequencies and providing 3G cell mobile electronic communications services and networks.
According to the obligations provided for in the license conditions, the license holder is to launch 3G services on August 1, 2009;
By the end of the first year of operation to ensure 3G networks coverage and service access in Balti and Chisinau municipalities;
By the end of the second year of operation - Comrat municipality, district centers Cahul, Orhei, Ungheni and Soroca;
By the end of the third year of operation - the other 29 district centers.
After three years of operation the license holder is to ensure coverage of the territory of the Republic of Moldova, depending on market demand.
