National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) placed on its website for public consultation draft analysis of market for traffic transit in public telephone networks (Market 9) and the draft ANRCETI Administrative Board Decision on preventive regulatory measures for this market. The deadline for submitting recommendations for the documents under consultation is November 23, 2016.

The draft documents were prepared pursuant to Art. 53 of the Electronic Communications Law, which prescribes that ANRCETI make market analysis at least every two years, in order to ascertain whether the markets are effectively competitive. The analysis of market 9 was performed under round IV of market analysis.

According to the Explanatory Note to the publicly consulted documents, a result of the analysis, ANRCETI concludes that Market 9 still remains susceptible to preventive regulation and JSC "Moldtelecom" continues to have significant market power on this market, which entails the need to maintain specific preventive obligations previously imposed on this provider.
