ITU Intends to Conduct a Study on Developments in Telecommunications Sector Moldova and other CIS countries

The International Telecommunication Union (ITU) is planning to conduct a study on the developments of information technologies/communication sector (ICT) in R. Moldova and other countries of the Commonwealth of Independent States (CIS). It will comprise data on the development of communications in the recent 10 - 15 years and forecasts for further development in the upcoming 10 years.

It was announced on Thursday, July 7, by the Director of Telecommunications Development Bureau of the ITU, Brahima Sanou, during a meeting with Sergiu Sitnic, Director of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI). The guest visited the Agency as part of his agenda for the first visit to the R. Moldova, on July 6 - 9, 2011.

Brahima Sanou was briefed by the Agency’s officials on its objectives and main activities, as well as challenges and issues. ANRCETI Director, Sergiu Sitnic said that the no.1 priority of the Agency for 2011 is to complete the relevant market analysis, the designation of providers with significant market power, to establish special ex-ante obligations for SMP providers and monitor their compliance. Sitnic said that this year the Agency will finalize the development of the legal framework for the implementation of telephone number portability in R. Moldova, stressing that all these measures are intended to help promote fair competition in the electronic communications markets.

As well, the Director thanked the ITU Administration for the support offered to ANRCETI in organizing the regional workshop on telephone number portability implementation held in Chisinau on May 17 - 20, 2011. Sergiu Sitnic highly appreciated the current level of ITU-ANRCETI collaboration and pointed out that the assistance provided by the ITU is of utmost use for ANRCETI.

In his turn, Brahima Sanou declared the ITU intends to further assist regulators as they play a particularly important role in ICT development. He noted that the ITU annually organizes worldwide conferences for regulators, adding that in 2011 the Global Symposium of Regulators (GSR11) (http://www.ITU.int/ITU-D/treg/Events/Seminars/GSR/GSR11/index.html) will discuss current issues related to broadband regulation. On this occasion, the BDT Director invited ANRCETI representatives to participate in the symposium.

The ITU is a specialized agency of United Nations policies designed to promote policies of communications development and standardization. It membership comprises 192 member states and over 700 sector members and associates, being structured in three areas: radio communications, telecommunications standardization and telecommunications development. R. Moldova has been a full member of the ITU since October 1992.
