Telecoms administrations and regulators from CIS countries will review the opportunity to implement the general authorization regime for new entrants to the electronic communications market, which has been applied in the R. Moldova since 2008. This recommendation is contained in the Decision of the Commission for Coordination of Regulatory Bodies s’ Activities in the CIS countries, which is a working body of the Regional Commonwealth in the field of Communications (RCC). The decision was adopted at the fifth session of the Commission, on Thursday, October 6, in Chisinau.
It was for the first time that the meeting took place in R. Moldova. It was organized with the support of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI). The participants discussed the current issues related to the telecommunications market liberalization, creation and use of universal service fund, the practice of licensing telecommunications activities, consumer protection and service quality parameters.
ANRCETI representatives gave their commentaries on all the issues under discussion. The members of the Commission expressed their interest and highly appreciated the experience of ANRCETI in terms of the implementation of the general authorization regime on the electronic communications market. This regime replaced the licensing with a simple procedure: the applicant notifies the regulatory authority of its intention to provide electronic communications networks and/or services at least seven days before launching its activity. The general authorization is free of charge and the right to provide networks and services is granted for an unlimited term.
The participants to the meeting discussed and approved the Chairman’s Report on Commission Activity in 2009 - 2011, after which, according to the Commission Regulation, they proceeded to the election of the Commission Chairman and Deputy Chairmen. Its members unanimously supported the proposal from the RCC Executive Committee to elect the ANRCETI Director Sergiu Sitnic, as Commission Chairman. The newly elected Deputies are Dinara Kasîmova, former Commission Chairman, Head of Division in the Telecommunications Agency of the Republic of Kyrgyzstan, and Aliar Tamirov, Head of Division of the Ministry of Industry in the Republic of Azerbaijan.
The Commission for Coordination of Regulatory Bodies s’ Activities in the CIS countries is one of the working bodies of the Regional Commonwealth in the field of Communications (RCC). This organization was created in December 1991 by national telecommunications administrations of the CIS countries, for the purpose of interstate coordination of activities in communications and post. Its membership comprises 12 full-right members, including R. Moldova and 8 observers. This Commission has been working since December 2006 and aims at developing the cooperation and exchange of experience between the sector bodies and providing recommendations to streamline the regulatory activities of this sector.
