Providers from North of Moldova Informed of Obligations in Relation to Electronic Communications Users

On Friday, April 4, 2014, providers of pay TV services, data transmission and Internet access from Balti municipality and from nine other districts from the north of the country discussed the aspects of their obligations in relation to service users, at a workshop, conducted in Balti by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI). This is the first seminar organized by ANRCETI as part of the information campaign "Know your rights as a consumer of electronic communications services", launched in February this year.

In his opening remarks, Deputy Director of ANRCETI, Cornel Jaloba mentioned that the workshop organized by the regulator is aimed at raising the providers’ awareness about their obligations in relation to users, in order to ensure consistent observance of their legitimate rights and interests. He specified that ANRCETI will also conduct such a workshop for the providers from the South of Moldova. “We wish to make these workshops become an open platform for a dialogue both in terms of observance of service users’ rights and the problems faced by providers, their expectations from ANRCETI, claims and requests, estimated Corneliu Jaloba.

In the first part of the workshop, the participants examined the presentation (presentation in state language) of the new Regulations on Public Electronic Communications Service Provision, in effect since February 15, 2014 and the obligations of providers in relation to users, as prescribed by this document. Victor Muradu, Chief of Monitoring and Control Department of ANRCETI, as the workshop moderator, highlighted the new elements of the Regulations and draw the attention of the providers to the most frequent irregularities detected during ANRCETI verifications as to the service contracts and observance of users’ rights.

Then, ANRCETI teams presented (presentation in state language) the regulations about the providers’ obligations to measure and publish quality parameters for electronic communications services, in particular for television and Internet access services. Tatiana Gandea, Head of ANRCETI Service explained methods of measuring quality parameters and informing the users about their values.

In the second part of the workshop the participants discussed issues related to the enforcement of the presented Regulations (doc. in state language), as well as other ANRCETI regulations, in particular with regards to the quality of service parameters (doc. in state language). Providers requested that these regulations be supplemented with clear procedures for measuring service quality parameters, while the quarterly information about the value of these parameters and other data reported by providers be submitted electronically to ANRCETI.

Deputy Director of ANRCETI, Cornel Jaloba, informed the audience that the ANRCETI started the review of regulations on quality parameters for electronic communications services and is planning to complete this work this year, as well as the development of the procedure for measuring some quality of service parameters for Internet access. C. Jaloba also said that by the end of the year, ANRCETI will implement a new information system module that allows providers to submit on-line statistical reports and other data to the regulator.

During the seminar, ANRCETI representatives provided the participants with sets of leaflets describing the rights of electronic communications service users, developed and printed in accordance with the plan of actions for the campaign of raising the consumers awareness and intended for dissemination among service users in all districts. Judging by the answers of providers in a questionnaire developed by ANRCETI, most of them evaluated the work of the regulator and the results of the workshop in Balti as positive. They described this event as an important element in the cooperation between ANRCETI and the providers across the country.
