The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) is announcing public consultations for the draft (doc. in state language) Administrative Board Decision on amendments to the Procedure of Numbering Resources Administration and Management. The deadline for comments and recommendations is March 16, 2012.
The draft decision is intended for harmonizing the Procedure of Numbering Resources Administration and Management with the amendments applied to the National Numbering Plan (NNP) by the Ministry of Information Technology and Communications (MTIC) through Order (doc. in state language) no. 93 of 25.11.2011 and ANRCETI Administrative Board Decision no.14 of 23.06.2011 on the implementation of access to national short numbers and codes of range „1” without prefix „0”.
According to MTIC Order, on March 31, 2012, the blocks of numbers for fixed telephony from range „3” will be opened for allocation. Besides, as of January 31, 2012, the short numbers 117, 119 and 18xx were withdrawn from use and reserved for subsequent use.
The modifications and additions proposed by the Agency relate mainly to paragraphs 6 and 9 of the Procedure and Appendix 1. The Agency proposes to change the quantity of numbers assignable to license holders authorized to use numbering resources and to establish the minimum limits for the use of previously assigned numbers for providers requesting additional blocks.
Thus, in relation to geographic numbers of ranges „2”, „3” and „5, non-geographic numbers „6” and „7”, the minimum ceiling for the use of numbering resources previously assigned for the provision of the same type of services will be 70%, in relation to numbers independent of location from range „3” – 60%, for non-geographic numbers from ranges „8” and „9 – 50%.
The Explanatory Note (doc. in state language) to the draft decision specifies that the Procedure of Numbering Resources Administration and Management was approved by Administrative Board Decision no. 58 of 21.12.2010. This regulatory act establishes the procedure and the rules for numbering resources allocation, calculations and payments for numbering resources, delivery of reports regarding their use and ensuring the transparency of decision-making process in the administration of these resources.
