The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published on its website, for public consultation, draft (.pdf) Administrative Board Decision on Statistical Data Reporting by providers of postal networks/services, which requires the approval of the standard form (.xls) of the Statistical Report and the Instruction (.pdf) on how to complete the forms. The public consultations will last through July 25, 2016, which is the deadline for submitting recommendations on the document.
According to the Explanatory Note, the document was developed under the Law of postal communications (hereinafter - Law no. 36/2016), which provides that ANRCETI may require that postal service providers periodically submit certain categories of information for statistical reports on postal service provision.
The proposed standard form contains four components: data for provider’s identification and contact details; data on the financial situation, data on the postal network, investments and staff; data on postal traffic (number of postal correspondence (letters), number of parcels, express mail (EMS) etc.) and data on the universal postal service, which refers to the number of postal correspondence (letters), the number of parcels and revenues - from universal service, including those from reserved postal services.
The project establishes that postal network and/or services providers, authorized under Law no. 36/2016 shall submit to ANRCETI statistical data according to the standard form, quarterly by the 10th of the month following the quarter.
