The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published on its website the information on quality parameters for public electronic communications services for the first qtr. of 2015, as measured by providers. This information was submitted to ANRCETI by 135 active electronic communications services providers, 31 of which also made this information publicly available on their websites.
This information contains the values of quality parameters for a number of services, as recommended by ANRCETI, as well as the values measured by providers during the specified timeframe. The publication of this data aims to keep the consumers of electronic communications services well-informed, to make them aware of the quality of the services they use or intend to purchase.
According to the ANRCETI’s report (doc. in state language) on the results monitoring the quality parameters measured in the first qtr. of 2015, most providers provide electronic communications services within the recommended QoS values. However, according to the report, some providers of fixed broadband and TV broadcasting services admitted of some deviations from the values recommended by the regulator. As a result of monitoring, ANRCETI identified 16 providers, most of them – cable TV providers, that fail to comply with the obligation to measure and reporting service quality parameters.
ANRCETI established the QoS parameters for a number of services in its Board Decision no.278 (doc. in state language) of 17.11.2009. According to this Decision, providers are required to measure QoS parameters quarterly, submit the data to ANRCETI and then publish them on their websites.
