The Auction Commission for auctioning of two licenses for the use of radio frequencies/channels of 1900-1980/2110-2170 MHz, 1900-1920 MHz and 2010-2025 MHz bands for the provision of 3G cell mobile public electronic communications networks and services declared its result as null and void, for the reason that not a single application had been received before the deadline (November 1, 2013).
The Auction Commission was established by the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), which, on September 16, 2013 announced the auction. Applications for participation and accompanying documents were to be submitted to ANRCETI by November 1, 2013, at 16.00.
The auctioning of 1900-1980/2110-2170 MHz, 1900-1920 MHz (34,6 MHz total bandwidth) and 2010-2025 MHz (15 MHz total bandwidth) radio frequencies/channels is a provision of the Spectrum Management Program (doc. in state language) for 2013 - 2020, approved by Government Decree no.116 of 11.02.2013. According to this Program, the license fees were to be determined during the auction, starting from minimum price 6,2 mil. euro for the first license and 2 mil. euro minimum price for the second.
The validity of the two licenses is 15 years. They grant the right to install, operate and manage a 3G terrestrial cell mobile public network for mobile service provision based on terrestrial radio access technology IMT-2000 with W-CDMA (UMTS) / CDMA 2000 radio interface.
According to the Law on Electronic Communications, upon request, ANRCETI may launch repeated auction for the licenses for 1900-1980/2110-2170 MHz, 1900-1920 MHz and 2010-2025 MHz spectrum.
