The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) announces public meeting for Friday, April 28, 2023, at 9:00 AM, to approve three decisions.
1. Draft Decision on the approval of the Special License Conditions for the use of radio frequencies/channels in 10.7-12.75 GHz and 14.0-14.5 GHz frequency bands, for the provision of geostationary satellite communication networks and services for data transmissions.
2. Draft Decision on the approval of the Special License Conditions for the use of radio frequencies/channels in 17.3-20.2 GHz and 27.5-30.0 GHz frequency bands, for the provision of geostationary/non-geostationary satellite networks and communication services, intended for data transmissions.
3. Draft Decision on modification of Administrative Board Decision no. 32/2022 on the approval of rates for postal services within the universal postal service provided by State Company "Posta Moldovei".
The first two Draft Decisions were publicly consulted in the timeframe March 27 - April 14, 2023, and the third draft decision - March 31 - April 21, 2023.
According to the Information Notes for Draft Decisions 1) and 2), these documents provide for the special license conditions for the use of radio frequencies/channels in 10.7-12.75 GHz frequency bands for the provision of geostationary satellite networks and communication services, and in 14.0-14.5 GHz, 17.3-20.2 GHz, and 27.5-30.0 GHz frequency bands of for geostationary/non-geostationary satellite communication services intended for data transmission.
The special conditions mainly include the rights, obligations, and responsibilities of the license holder, the technical conditions for the frequency use, etc. The projects aim to ensure the necessary regulations for the development of geostationary/non-geostationary satellite communication services for users in the Republic of Moldova.
According to the Information Note for draft Decision 3), the modification of the rates currently applied by "Posta Moldovei" for providing universal postal services was conditioned by a significant increase in energy prices, having a negative impact on the postal communications sector, particularly on "Posta Moldovei" as a provider of universal postal services. The tariffs currently applied were calculated based on the costs for 2019 and do not cover the costs of providing services. Thus, in order to recover the costs generated by the provision of universal postal services and to ensure efficient activity of "Posta Moldovei," the Draft Decision proposes new cost-based rates that would encourage the provision of universal services.
The proposed rates for universal postal services are expected to come into effect from June 1, 2023.
