AUCTION ANNOUNCEMENT
Auction for license issuance for the use of 3750 - 3800 MHz sub-band from 3600 - 3800 MHz frequency band
for the provision of public broadband radio access mobile terrestrial electronic communications networks and services

1.    The National Regulatory Agency for Electronic Communications and Information Technology, hereinafter ANRCETI, pursuant to the Law on Electronic Communications no. 241- XVI of November 15, 2007 (Official Gazette of the Republic of Moldova, 2008, no.51-54, Art.155), with the view of implementing the Program (doc. in state language) for the Development of broadband Internet Access for the timeframe 2010-2013, approved by Government Decree no. 1077 of November 17, 2010 (Official Gazette of the Republic of Moldova, 2010, no.227-230, Art.1192) is announcing a license Auction for the use of  3750 - 3800 MHz sub-bend from 3600 - 3800 MHz frequency band for the provision of  public broadband radio access mobile terrestrial electronic communications networks and services.

2.    The object of the Auction is a License for the use of a radio frequency sub-band 3750 - 3800 MHz, of 50 MHz band-width, from the 3600 - 3800 MHz frequency band, which shall be used for the provision of public broadband radio access mobile terrestrial electronic communications networks and services in the Republic of Moldova.

3.    The Auction winner shall be selected by open, international contest, by applying the competitive selection procedure, according to the criteria and conditions, as set in the Terms of Reference for the Auction for license issuance for the use of 3750 - 3800 MHz sub-band from 3600 - 3800 MHz frequency band for the provision of public broadband radio access mobile terrestrial electronic communications networks and services   (Administrative Board Decision no. 65 of November 29, 2012).

4.    The Auction shall take place according to the Auction Procedure (doc. in state language), by applying the competitive selection procedure, for the issuance of licenses authorizing the use of radio frequencies/channels in the provision of public broadband radio access mobile terrestrial electronic communications networks and services (Administrative Board Decision no. 64, November 29, 2012).

5.    The candidates/participants to the Auction must comply with and prove to have fulfilled all the criteria and requirements, pertaining to candidates/participants according to the Terms of Reference (doc. in state language).

6.    The Auction shall admit for participation: legal entities from the Republic of Moldova and legal entities from abroad, civil societies/legal entity associations from the Republic of Moldova and/or from abroad, for the purpose of joint applications and bids.  

7.    In order to participate in the Auction, the potential candidates shall submit an application for participation, compiled as required by the Terms of Reference and Auction Procedure, to ANRCETI office. 

8.    The timeframe for submitting applications: 10.12.2012 – 18.02.2013. The deadline for applications and bids: 16.00 hours (Chisinau time), 18.02.2013.

9.    The participation fee shall be 5 000 Euro. The participation guarantee shall be 100 000 Euro.

10.    The Auction shall take place on 21.03.2013, to be opened at 10.00 hours (Chisinau time), on 21.03.2013.

11.    The Auction shall take place at ANRCETI office, at 134, Stefan cel Mare, bd. MD 2012, Chisinau mun., Republic of Moldova.

12.    The Terms of Reference, the Auction Procedure, the model special License conditions (docs in state language), other documents related to the Auction are available on the official web page of ANRCETI www.anrceti.md.

13.    Romanian shall be the official language of the Auction.
