ANRCETI starts public consultations on draft amendments to Administrative Board Decision no. 59 of 21.12.2010
The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) placed on its website for public consultation the draft amendments (.pdf) to ANRCETI Administrative Board's Decision no. 59 of 21.12.2010 on setting the tariffs for telephone numbering resources. The public consultation will last through November 26, 2016, which is the deadline for presenting recommendations on this document.
The project was developed under Art. 63 of the Electronic Communications Law, providing that ANRCETI is entitled to manage the numbering resources from the National Numbering Plan (NNP) and allocate them for public electronic communications networks and services against a fee, according to the tariffs the regulator establishes and approves.
According to Explanatory Note to the draft decision, ANRCETI proposes, following an analysis of the usage of numbering resources, the reduction of tariffs for the use of codes for carrier selection/pre-selection (1010-1099), short numbers for non-communication services (13xx) and access codes (19XX). The authors of the draft amendments believe that this measure will stimulate the demand for short codes and numbers and contribute to the efficient use of those resources.
As well, ANRCETI proposes to increase the annual fee for the use of one number assigned for mobile networks. The reasons of this adjustment is the increase of direct and indirect costs related to the management of the NNP by ANRCETI and the need to ensure the regulator’s consistent activities and financial independence.
