116111 – Child Helpline

On June 4, 2014, the first service of social value, harmonized across EU, was launched in the Republic of Moldova – Child Helpline 116111.

This service helps children in need of care and protection and connects them with various organizations and resources; it gives children the opportunity to voice their concerns, talk about issues affecting them directly and contact someone in case of emergency.

Calls to 116111 are free for all telephone users from any fixed and/or mobile network and the access to this number is not subject to a prior appointment. The service is provided seven days a week, from 8.00 - 21.00, but soon it will be provided non-stop.

ANRCETI allocated the short national number 116111 to JSC „Moldtelecom”, on basis of a license, to be used in the timeframe June 1, 2014 – December 31, 2016. JSC „Moldtelecom” offered the technical solution for the implementation of the 116111 service to the Ministry of Labor, Social Protection and Family, which organized the service and contracted the Public Association International Center for Women Rights Protection and Promotion “La Strada” as service provider.

In order to ensure the proper functioning of the service, the Ministry of Labor, Social Protection and Family approved the Regulation on Organization and Operation of Free Child Helpline and the Minimum Quality Standards for this service.

Previously ANRCETI announced the availability for allocation of national short numbers 116000, 116111 and 116123 for harmonized services of social value. Number 116000 is provided for "missing children hotline" and 116123 – for "emotional support hotline” services. The service provided through 116000 will offer: take up calls reporting missing children and their transfer to the police; guidance and support to persons responsible for the missing child; support for the investigation of the child’s location. The 116123 service enables the caller to benefit from a genuine human relationship based on non-judgmental listening. It offers emotional support to callers suffering from loneliness, in a state of psychological crisis, or contemplating suicide.

The two national short numbers for harmonized services of social value 116000 and 116123 are still open for allocation. ANRCETI will allocate these numbers, upon demand, to electronic communications service providers, who will further re-allocate those to be used by content service providers, intending to provide the mentioned services. Those numbers will be allocated only to providers of electronic communications who signed a pre-contract with the content service provider.

For the implementation of harmonized services of social value, ANRCETI approved the Procedure for allocation of 116xxx numbers, the Special license conditions regarding the use of these numbers and the Regulation of access to these numbers.

Numbers 116000, 116111 and 116123 have a pan-European identity and are used for the same services in all 28 Member States of the European Union (EU). The principle "same number = same service" in EU Member States provides easy access to a particular social service, always through the same national number, regardless of place of call origination.
