Numbering Resources

ANRCETI is the authority empowered by Law no.241 of 15.11.2007 on Electronic communications to develop and manage the National Numbering Plan (NNP), to regulate, manage and assign numbering resources against a fee. Numbering resources are scarce resources, under state property and are assigned by the Agency to providers authorized through licenses for the use on numbering resources in the provision of electronic communications networks and services.

The National Numbering Plan (NNP) establishes the manner of numbering resource distribution and the structure of number ranges used in the electronic communications networks. The NNP is developed by the Agency and approved by the central sector authority.

Numbering resources are assigned by the Agency to providers, upon their request, on basis of the Procedure on Telephone Numbering Resources administration. The Procedure sets forth the rules of numbering resource assignment, calculation and payment of fees for the assigned numbering resources, reporting on their use, and ensuring the transparency in the process of numbering resource administration.

The Agency issues licenses for the use of numbering resources upon receipt of a justified declaration/application (Annex no.7 to the Regulations - doc. in state language) from an applicant authorized to provide electronic communications networks and services. The Agency adopts license issuance decisions and makes them publicly available as soon as possible, but no later than within 3 weeks. The licenses are valid for 10 years, except when they are requested for a term shorter than 10 years or when they are issued to holders of licenses for the use of radio frequencies or channels granted through a tender, for which the validity term is 15 years.

A network provider, intending to concede one or more licenses, shall submit to ANRCETI an application, which shall be a filled-in Form (doc. in state language), supplemented by additional documents, as listed in Art. 9 of the Procedure for Concession of Licenses (doc. in state language) for the Use of Limited Resources, approved by Administrative Board Decision no.08 of 25.02.2010.

License holders are liable to submit to the Agency, before January 31 every year, the Report (doc. in state language) on the Use of Numbering Resources for the previous year according to a sample form. Where the provider needs additional numbering resources, he has to present the report on the use of numbering resources for the timeframe preceding the request.

License holders undertake the obligation to abide by the rules of numbering resource use, established by the Agency in the General License Conditions, Special License Conditions for the use Free Phone numbers in public electronic communications networks and in Special License Conditions on the use of Premium Rate services in electronic communications networks.

In order to obtain technical codes necessary to identify electronic communications networks or network elements for their operation or for provision of electronic communications services, providers of public electronic communications networks are required to fill in and submit an application (doc. in state language) to the Agency, as prescribed in Anex 1 to the Procedure of Signaling Point Code Administration, approved by ANRCETI Administrative Board Decision no.27 of 21.09.2010. The procedure is applied to the following categories of technical codes: (1) National Signalling Point Code - NSPC; (2) International Signalling Point Code - ISPC; (3) Mobile Network Code - MNC.

REMARK: According to the NNP, numbering resources are assigned for the following types of electronic communications networks and services:
Short numbers and codes from range „1” – for access to public electronic communications networks and services and non-communications services.
Number blocks from ranges „2” and „5” – for public electronic communications networks and services provided at fixed locations.
Number blocks independent of location from range “3” – for the provision of electronic communications services based on IP packet-switched technologies.
Number blocks from ranges „6” and „7” – for public electronic communications networks and services provided at mobile points.
Numbering resources from ranges „8” and „9” – for the provision of Freephone, Premium rate, shared cost, televoting services, etc.
