ANRCETI is the authority empowered by Law no.241 of 15.11.2007 on Electronic communications to develop and manage the National Numbering Plan (NNP), to regulate, manage and assign numbering resources against a fee. Numbering resources are scarce resources, under state property and are assigned by the agency to providers of electronic communications networks and services through licenses that authorize the use of such resources.
The National Numbering Plan (NNP) establishes the manner of numbering resource distribution and the structure of number ranges used in the electronic communications networks. The NNP is developed by the Agency and approved by the central sector authority.
Numbering resources are assigned by the Agency to applicants on basis of the Regulations on National Numbering Plan Administration and Management. The Regulations sets forth the rules of numbering resource management, the procedures of license issuance, modification, suspension and withdrawal, conditions for numbering resources assignment and conditions for ensuring the access to the numbering resources in electronic communications networks.
The Agency issues licenses for the use of numbering resources upon receipt of a justified application from an applicant authorized to provide electronic communications networks and services. It adopts a decision whether to issue the license or to reject the application, within 15 days. The licenses are valid for 10 years, except when they are requested for a term shorter than 10 years or when they are issued to holders of licenses for the use of radio frequencies or channels granted through a tender, for which the validity term is 15 years.
The license holder undertakes the obligation to abide by the rules of numbering resource use, established by the Agency in the General License Conditions for the use of numbering resources, Special License Conditions for the use Free Phone numbers in public electronic communications networks and in Special License Conditions on the use of Premium Rate services in electronic communications networks.
REMARK: According to the NNP, numbering resources are assigned for the following types of electronic communications networks and services:
Short numbers and codes from range „1” – for access to public electronic communications networks and services and non-communications services.
Number blocks from ranges „2” and „5” – for public electronic communications networks and services provided at fixed locations.
Number blocks independent of location from range “3” – for the provision of electronic communications services based on IP packet-switched technologies.
Number blocks from ranges „6” and „7” – for public electronic communications networks and services provided at mobile points.
Numbering resources from ranges „8” and „9” – for the provision of Freephone, Premium rate, shared cost, televoting services, etc.
