NATIONAL NUMBERING PLAN

I. GENERAL PROVISIONS

1. The National Numbering Plan (NNP) of the Republic of Moldova, hereafter – NNP has been developed under the Law on Electronic Communications, No. 241/15.11.2007 and establishes the structure, format and purpose of numbering resources used in Moldova for the provision of electronic communications services through public electronic communications networks.
2. The numbering resources in the NNP, hereinafter - numbering resources, are assigned by the regulator in accordance with the Regulations on Administration and Management of NNP, currently in force.
3. The structure of the numbering resources in the NNP is determined Recommendation 164 of the Standardization Sector of the International Telecommunication Union (ITU) and decisions / recommendations of the European Conference of Post and Telecommunications Administrations (CEPT).
4. The use of numbering resources is permitted only under licenses for the use of numbering resources, issued to providers of public electronic communications networks, authorized under the legislation in force.
5. Numbering resources are used by end users for call origination towards terminal points of a public electronic communications network or for access to public electronic communications services.
6. It shall be prohibited to change the format or destination of numbering resources.

II. DEFINITIONS

7. for the purpose of the document herein, the following definitions shall apply:
Geographic area – one of the areas in which Moldova is divided in terms of geographic numbering resources, corresponding to a geographic area code; a geographic area code identifies a city or a district in the Republic of Moldova.
Country Code (CC) - a sequence of figures showing the destination country. The country code for public telephone services allocated to the Republic of Moldova by ITU is 373;
National Destination Code (NDC) – a sequence of digits of different lengths, which provides to the end user information on the geographic area where the called terminal points are located or the categories of services provided or their pricing;
Identification Code – a combination of digits, used for the operation of the network or network parts and for the identification of the provider, immediately upon the provision of of the electronic communications;
National (Significant) Number (N(S)N) – a sequence of digits consisting of national destination code and the subscriber number;
Subscriber Number (SN) – a sequence of digits from the national significant number , following the national destination code;
National Number - a number formed of the national prefix, followed by the national significant number;
International Number – a number formed of the country code of the Republic of Moldova and national significant number, preceded by the international prefix.
Number with free of charge access for the caller - (Freephone) – a non-geographic number, the call to which does not require payment of a tariff by the calling party, regardless of the electronic communications network where the call is originated, the price being paid by the called party;
Number for service with special tariff (Premium Rate) – a non-geographic numbers that ensures the access to content services at rates higher than those for national calls and the price charged is shared among providers of publicly available electronic communications services and a third party, directly or indirectly providing the content service, irrespective of the method of payment
Number for shared-cost services – a non-geographic number used to access services, for which the tariff for the call is shared between the caller and the subscriber to whom the given number has been transmitted.
Number independent of location – a non-geographic number of NNP, used for the provision of access to public electronic communications services at fixed or nomadic terminal points;
Universal access number – a non-geographic number that enables the subscribers to receive calls through a single number at different terminal points of the same electronic communications network, according to the routing indications, provided by the subscriber;

III. STRUCTURE OF NUMBERING RESOURCES

9. Calls to a number of the NNP of another country, dialed from a number of the NNP of Moldova are placed by dialing the international prefix, followed by the destination country code and national significant number of that country.
10. Calls made from abroad to a number of the NNP of Moldova are placed by dialing international country code of the country of call origination, followed by the country code of the Republic of Moldova and national significant number.
11. The general structure of the NNP of the Republic of Moldova is presented in Table 1.

IV. STRUCTURE AND DESTINATION OF NUMBERING RESOURCES

12. Types of numbering resources included in the NNP are:
1) Prefixes;
2) National short codes and numbers;
3) national significant numbers;
13. Prefixes
1) The national prefix is „0” and precedes the national significant number, where a national call is originated.
2) The international prefix is „00” and precedes the country code, where an international call is originated.
14. Short national numbers and odes
1) The short codes of the number range „1” are used for access to public electronic communications networks and services (Table 2).
2) Short national numbers of the number range „1” are non-geographic and are used for the provision of services harmonized at European level, non-communications services, Premium rate services, etc. (Table 2).

3) The directory enquiry service of providers of electronic communications networks and services - consulting services, information on the number(s) or, if necessary, telephone or fax number(s) of a subscriber and/or technical and informational support about the services offered by a provider.
4) Non-communications services - numbers are used by economic entities, attending to electrical networks, gas, water and sewerage networks, etc.
5) General interest services – auto services (including taxi), air, railway services, medical services, etc.
6) Prior to the implementation of the National Emergency Service “112”, the numbers “901”, “902”, “903” and “904” (firelighters, police, medical emergency and gas service) shall be maintained.
15. National Significant Number
Depending on the format and significance of the national destination code, the national significant numbers fall into the following categories:
1) Geographic numbers for electronic communications services provided at fixed locations, where the national destination code offers information regarding the geographic area where the network terminal point is situated;
2) Numbers independent of location used for communication services, where the national destination code shows that the service is provided, at fixed or nomadic terminal points and the network terminal point is not connected to a specific geographic location;
3) Non-geographic numbers for electronic communications services, where the national destination code shows the services are provided at mobile locations, by means of a public mobile network;
4) Non-geographic numbers for different services or for special-tariff services, others than those for electronic communications services provided at mobile locations, where the national destination code carries information regarding the service provided or manner of charging.
16. The scheme of NNP numbering resource distribution is presented in the Annex NNP.

V. RULES OF NUMBERING RESOURCES FORMATION AND USE

17. The NNP of the Republic of Moldova is an “closed” type numbering plan, which provides that the telephone numbers from NNP, including the geographic ones, should be dialed beginning with prefix “0” and a national significant number (N(S)N) or a short national number.
18. Depending on the length, subscriber numbers can be:
1) 6-digit subscriber number, for Chisinau municipality, and 5-digit subscriber number for other geographic areas, the numbers being used in public electronic communications networks provided at fixed locations;
2) 4-digit subscriber number, for services of general interest at local level, provided to end-users from a specific geographic area;
3) 6-digit subscriber number, part of the numbers independent of location;
4) 5-digit subscriber number, for electronic communications services provided at mobile locations.
19. The access from geographic areas and different cell mobile/fixed networks, to national short codes and numbers from range “1” is performed without dialing prefix “0”.
20. Carrier selection codes from the „1010-1099” number block are used to select the services of a public electronic communication service provider, which conveys the call from the network where it is originated to the destination network
21. National short numbers of 11x form, are assigned to providers of public fixed telephone networks and are used according to special regulations, for emergency services and for other services harmonized at European level.
22. The short national number 116000 is used for the service “Hotline for missing children’’. The service takes calls reporting missing children.
221 The short national number 116006 is used for the service “Helpline for victims of crime”. The service offers victims of crime the possibility to receive psychological assistance in such situations, to be informed about their rights and ways of exercising such rights, as well as to be referred to the relevant institutions for assistance.
23. The national short number 116111 – is used for the service “Child helpline”. The service offers assistance to children in need of care and protection and refers them to different organizations and resources.
231 The national short number 116117 – is used for “Non-emergency medical on-call service”. The service refers callers to the appropriate medical services for urgent, but not life-threatening matters, especially, but not exclusively, beyond normal working hours, week-ends and public holidays.
24. The national short number 116123 – is used for the service “Emotional support helpline”. The service enables the caller to benefit from a genuine human relationship in which he/she is listened to without being judged. It offers emotional support to callers suffering from loneliness, in a state of psychological crisis, or thinking about committing suicide.
25. Numbers for virtual mobile networks (MVNO - Mobile Virtual Network Operator) of the „71000000 – 71999999” number block are used by the providers of electronic communications services, offered at mobile locations, that are not holders of licenses for the use of radio frequencies, but provide services by using the elements of other public mobile networks, on basis of agreements concluded with the provider of those networks.
26. The numbers of „800 00000 – 800 99999” block are numbers with free access for the caller, regardless of the network, from which the call is originated and are used for call termination, without a possibility whatsoever to originate calls.
27. The numbers of the “808 00000 – 808 99999” block are used for access to shared cost services. For shared cost services, provided by means of these numbers, the charge levied from the caller, depending on the numbers used, cannot exceed the tariff of a local call within the local network or national within the national network, as appropriate.
28. The numbers of the “814 00000 – 814 99999” block are used for access to different directory services of general interest (auto transportation, including taxi, air, railway, medical services, etc.). The access to these numbers is charged with the tariff for national calls to geographic numbers.
29. The numbers of the „82100000 – 82199999” block are used for access to data transmission services and dial-up Internet.
30. The numbers from range “9” are used for services with special tariff (Premium rate) as follows:
1) number block „900 00000 – 900 89999” – content services, such as: entertainment, games and contests;
2) number block „900 90000 – 900 99999” – services such as televoting;
3) number block „905 00000 – 905 99999” – content services, such as: different information (general, business, marketing etc.)
4) number block “906 00000 – 906 99999” – content services: adult entertainment.
