4. Licenses for the Use of Numbering Resources

General Provisions

Numbering resources are assigned to providers, upon request, by the Agency, based on the Procedure on Telephone numbering Resources Administration.The Procedure lays down the rules for the assignment of numbering resources, the calculation and payment of fees, reporting on the use of numbering resources assigned and transparency in the process of administration of NNP numbering resources.

The Agency issues licenses for the use of numbering resources based on a well-justified declaration/application (Annex no.7 to the Regulations - doc. in state language) of the applicant authorized to provide electronic communications networks and services. The Agency adopts the decisions on license issuance and makes them publicly available as soon as possible, no later than in 3 weeks. The licenses are valid for 10 years, except when they are requested for a term shorter tan 10 years and when they are issued to holders of licenses auhorizing the use of radio frequencies and channels acquired through a contest, for which the term of validity is 15 years.

Who can apply for a license?

A license is an administrative act by which the Agency confers, to providers registered through notification (general authorization), under Law no.241-XVI, the right to use numbering resources for the provision of public electronic communications networks and services.

What services are numbering resources assigned for?

Numbering resources are assigned in compliance with the provisions of the National Numbering Plan (PNN):
- Codes and short numbers from range „1” are assigned for access to public electronic communications networks and services and non-communications services.
- Blocks of numbers from ranges „2” and „5” are assigned for public telephone networks and services, provided at fixed locations.
- Blocks of numbers from range “3”, regardless of location, are assigned for electronic communications services using IP package-switched technologies (NGN) and provided mainly at fixed locations.
- Blocks of numbers from ranges „6” and „7” are assigned to public electronic communications networks and services, provided at mobile locations, to universal access services, etc.
- Numbering resources from ranges „8” and „9” are assigned to „Freephone”, „Premium rate”, shared cost services, etc.

What documents are required to obtain a license?

In order to obtain a license for the use of numbering resources the applicant has to submit a justified declaration/application (Annex no.7 to the Regulations - doc. in state language).

Remark: The Agency has the right, if necessary, to require that the applicant provides a report on the use of previously-assigned numbering resources or a note proving the necessity to have numbering resources, manner and conditions of their use.

How is the application submitted to the Agency?

The application can be submitted to the Agency in one of the following ways:
- submitting it personally or having it submitted by a representative of the applicant, under signature;
- sending it via registered mail service with advice of delivery.

The date of submission is the date applied along with the signature of the person in charge from the Agency, to confirm receipt of application or the date the registered mail delivery is confirmed.

Remark: The application is successfully submitted when all the legal requirements with regards to submission form and contents of the documents have been met.

How long does it take the Agency to adopt a decision?

The Agency takes a decision to issue license for the use of numbering resources in a three-week term, except when licenses are tendered, in which case the term is two weeks at the most.

Remark: Licenses are issued after the applicant confirms payment for numbering resources by presenting the paid invoices.

How License Concession Takes Place?

A network provider, intending to concede one or more licenses, shall submit to ANRCETI an application, which shall be a filled-in Form (doc. in state language), supplemented by additional documents, as listed in Art. 9 of the Procedure for Concession of Licenses (doc. in state language) for the Use of Limited Resources, approved by Administrative Board Decision no.08 of 25.02.2010.

What is the license validity term?

Licenses for the use of numbering resources are valid for 10 years from the date of issuance (including the term of license suspension), except:
a) Licenses for the use of numbering resources, valid for 15 years, when issued to holders of licenses for the use of radio frequencies and channels, when the number of such licenses is limited;
b) Licenses requested for a term shorter than 10 years.
