General Authorization in Postal Sector

In accordance with Art. 34 (2) of Law no.36/2016, any person or entity, registered as an entrepreneur in the Republic of Moldova, who intends to provide postal services, before starting the activity, is required to submit a notification to ANRCETI of his intention. It is mandatory that the notification be submitted by filling in the standard form made and updated by ANRCETI.

The standard form for the notification of postal service provision was approved by ANRCETI Administrative Board Decision no.18 of 5.08.2016 and is available here.

The notification, accompanied by the documents certifying registration as entrepreneur, will be submitted to ANRCETI in one of the following ways:
a) by personal delivery or by an authorized representative of the person who intends to provide postal services, upon signature;
b) by postal service with confirmation of receipt;
c) by an electronic document, with authentic electronic signature.

The date of notification is considered the date of entry in the general register for incoming correspondence of ANRCETI, the date of confirmation of receipt via registered mail service or the date of the receipt of an electronic document.

The notification shall be considered successful provided that all requirements have been met in terms of its submission, form and content. Otherwise, ANRCETI, within 5 working days from the notification submission, will require the notifying person to meet these requirements.

Within maximum 15 days from the date of notification, ANRCETI will issue a standard certificate, confirming the submission of the notification, the registration in the Public Register of Postal Service Providers and prescribes the rights and obligations of the postal service provider.

The standard certificate for the registration in the Public Register of Postal Service Providers was approved by ANRCETI Administrative Board Decision no.18 of 05/08/2016. The document is available here.

ANRCETI will be informed about any further change to the data included in the notification within 10 days of occurrence. The postal service providers, who intend to terminate their activity, are required to notify ANRCETI and inform users of the intention at least 30 days before termination.
