ANRCETI JOINTLY WITH ANCOM ANNOUNCE THE PUBLICATION OF JOINT REPORT MONITORING IMPLEMENTATION OF THE ROAMING AND CALL AGREEMENT BETWEEN THE REPUBLIC OF MOLDOVA AND ROMANIA

High tariffs for roaming and telephone calls between the Republic of Moldova and Romania had been a discouraging factor in the communication between users of electronic communications services in the two countries, as well as had limited the possibilities for users to travel in both countries.

By means of the Agreement signed by Romania and the Republic of Moldova on February 11, 2022 (text of the Agreement here), ANRCETI and ANCOM are responsible for taking the necessary measures to reduce tariffs, monitor and report on developments.

Chronology of events for tariff reduction with Romania
February 11, 2022 The Agreement on the reduction of tariffs for the provision of international roaming services and international calls between Romania and the Republic of Moldova was signed, during the joint meeting of the governments of the two countries. ANRCETI and ANCOM support the implementation of the signed Government Agreement.
March 1, 2022 Orange Moldova announces the adjustment of its offer, reduces roaming tariffs with Romania and introduces, in some packages, the possibility of consuming national subscription services, while roaming in Romania.
March 14, 2022 Moldcell announces the adjustment of its offer, reduces roaming tariffs with Romania and introduces, in some packages, the possibility of consuming national subscription services while roaming in Romania.
March 25, 2022 The agreement between the Government of Romania and the Government of the Republic of Moldova on roaming and call services between the two states enters into force.
March 31, 2022 ANRCETI adopts tariff regulations at the level of the Delegated Regulation no. 654/2021 (supplementing Directive (EU) 2018/1972). ANRCETI Administrative Board Decisions no. 8 - 31 of March 31, 2022 (here) are aimed at increasing competition on the mobile and fixed domestic market, as well as at ensuring the necessary conditions on the wholesale market to reduce roaming charges with Romania.
April 1, 2022 Moldtelecom announces the reduction of roaming tariffs with Romania.
June 24, 2022 The two authorities (ANCOM and ANRCETI) send to the operators from both countries a joint questionnaire to monitor the effects of the Agreement. The effects of the Agreement on traffic level, number of customers, balances of payments, wholesale prices, but especially those in retail offers, will be monitored and reported on a quarterly basis.
