ANRCETI will take part in cooperation project offered by Estonia

Representatives of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) will take part, in February 2013, in a workshop organized in Tallinn as part of a development cooperation project financed by the Ministry of External Affairs of Estonia. The project program and the topics of common interest for this workshop agenda was the subject for this week’s discussions, during a meeting of ANRCETI Administrative Board and a number of specialists, with Alexandr Svetlicinii, the project manager.

The project's goal is to take over the experience of Estonia concerning the harmonization of national legislation with the European Union (EU) standards, application of competition protection tools, combining the regulatory and competition protection tools in the free market of the Republic of Moldova. The project program includes a series of professional trainings delivered by experts from Estonian Competition Authority and the School of Law of the Tallinn University of Technology. This project also involves the Competition Council and the National Agency for Energy Regulation (ANRE) of the R. Moldova.

Sergiu Sîtnic, ANRCETI Director, appreciated the participation of the Agency in the project delivered by Estonia as necessary and beneficial. He expressed his confidence that this project will help the regulator to take over the best practices of their Estonian colleagues in implementing the EU norms and standards in the regulation of electronic communications markets in Moldova.

During the meeting, ANRCETI representatives suggested a number of up-to-date topics related to market analysis and preventive regulation of electronic communications markets to be included in the Tallinn workshop agenda. The parties also agreed that during the workshop the ANRCETI delegation will share the experience and the challenges they face related to market regulation. ANRCETI representatives also expressed their interest in a future cooperation agreement with the Competition Authority of Estonia, which also has regulatory powers of the telecommunications market in Estonia.

The Estonian development cooperation project "Enhancing the protection of free market competition in Moldova through education and good governance” was launched in September 2012 and will last until August 2013. The program project also provides for a workshop to be conducted, in April 2013, in Chisinau, and attended by representatives of the Competition Council, ANRCETI and ANRE.
