European practices on access to properties and shared use of infrastructure, studied by ANRCETI specialists

Last week, a group of specialists from the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) attended a two-day seminar held in Chisinau. They studied the best European practices governing access to properties and shared use of infrastructure associated with electronic communications networks. The seminar was organized under TAIEX technical assistance instrument of the European Commission and delivered by two experts from the National Authority for Communications of Portugal (ANACOM).

ANRCETI had applied for this mission in order to study and take over the European experience in the implementation of the Law on access to properties and shared use of infrastructure associated with public electronic communications networks, in force since April 15, 2016, which prescribed a number of new duties for the regulator.

During the seminar, ANACOM experts and ANRCETI team discussed issues of legislative and the regulatory framework in Portugal and Moldova, as regards access to properties and shared use of electronic communications and learned about ANACOM’s experience in the development and launch of a digital inventory of public electronic communications networks and associated infrastructure elements, an information system to be created for the first time in Moldova by ANRCETI.

This is the first TAIEX Mission delivered this year. In 2015 ANRCETI hosted three TAIEX missions.

TAIEX is an instrument devised to provide technical assistance for transposition of EU legislation in beneficiary states and their enforcement by relevant authorities. This instrument provides counseling to specialists from beneficiary countries, by means of the assistance and expertise provided by experts from EU countries.
