ANRCETI CONCLUDED NEW COOPERATION AGREEMENT WITH REGULATOR FROM BULGARIA

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) and the Communications Regulation Commission (CRC) from Bulgaria concluded a new Memorandum of Understanding regarding cooperation and exchange of information in electronic communications regulation. The document was signed yesterday, March 12, in Chisinau, by Director of ANRCETI Grigore Varanita and Chairman of CRC Veselin Bozhkov.
The signing of the Memorandum of Understanding was the purpose of the working visit of the CRC delegation, to ANRCETI.

The parties had agreed to sign a new cooperation agreement for the reason that the first one, concluded in 2006 no longer meets the modern requirements and the objectives currently pursued by the two regulators. The main objective of the new memorandum consist in setting a sustainable partnership in terms of regulation and supervision of the activities in electronic communications, in accordance with the national legislation of the two states and EU legislation.

The document sets out the areas and the tools of cooperation between the parties among which are bilateral consultations, workshops, seminars and conferences, exchange of experience, information and documents of professional nature. It provides for periodic meetings between the parties to review the progress made and set new ways of strengthening the mutual cooperation.

After the signing ceremony, the Director of ANRCETI Grigore Varanita, expressed his confidence that this document will give new impetus to the bilateral cooperation, which will be beneficial for both regulators. He noted that ANRCETI is interested in the experience of Bulgarian colleagues in adjusting the national regulatory framework to EU standards and the implementation, regulation of the use of radio spectrum resources, tariffs and accounting systems, cost of Universal Service implementation.

In his turn, Chairman Veselin Bozhkov declared the Bulgarian part is willing to offer assistance to their Moldovan colleagues in solving the current regulatory issues and implementing the best European practices in electronic communications regulation.

On the same day, the guests from Bulgaria had a meeting with the members of ANRCETI Administrative Board and with the heads of ANRCETI departments, during which the discussions were focused on the priorities of cooperation between the parties and ways of attaining the objectives set in the memorandum during the first year of its force.

According to the Agenda, on March 13, the CRC delegation is having a meeting with the officials from the Ministry of Information Technology and Communications.

The Communications Regulation Commission (CRC) was founded in 1999. It is an independent authority that regulates and supervises electronic communications and postal services, manages and regulates the use of radio spectrum for civil purposes in Bulgaria. CRC is a member of the Independent Regulators Group (IRG) and a member of the Body of European Regulators for Electronic Communications (BEREC). CRC established cooperation relations with the regulatory authorities in 12 countries, including the Republic of Moldova.
