On Thursday, September 11, the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) granted to GSM mobile company MOLDCELL a license for the use of radio frequencies for the provision of 3G cell mobile electronic communications networks and services. The license was handed in to the technical Director of the company, Mustafa Donbaloglu, by ANRCETI Director, Mr. Ion Pochin.
The Agency issued the license based on the application by JV MOLDCELL JSC requesting a 3G license. It was granted after the company transferred the equivalent of US $ 8 million license fee, in national currency, to the state budget. The license fee was established by Government Decree no. 660 of 02.06.08. on implementation of 3G cell mobile communications services. The Decree provides for a 3G license granted in 2008 to every currently active mobile operator authorizing the use of radio channels and frequencies for the provision of 3G networks and services.
The license gives company MOLDCELL the right to provide a 3G public network and services on the entire territory of the Republic of Moldova, complying with the standards in terms of IMT-2000 terrestrial radio access with UMTS radio interface and exclusively using the 1920,5 - 1935,3 MHz and 2110,5 - 2125,3 MHz frequency bands. The license was granted for 15 years, with the possibility to renew it for a similar timeframe, under the legislation in force.
The license condition require that the license holder launch 3G services before August 1 2009. By the end of the first year of operation company MOLDCELL is to ensure 3G networks coverage and service access in Balti and Chisinau municipalities, by the end of the second year of operation - Comrat municipality, district centers Cahul, Orhei, Ungheni and Soroca and by the end of the third year of operation - the other 29 district centers.
As Mustafa Donbaloglu said, the company is planning to launch its new 3G network before the end of this year, or at the latest, in the first quarter of the next year. Back in June 2008 the company publicly declared it is technically ready to offer 3G mobile services.
It is the second license granted by ANRCETI for 3G service provision. The first license was granted to company ORANGE-MOLDOVA on August 26, 2008. The other two mobile operators - EVENTIS and UNITE - have not yet applied for such licenses. They are planning to apply in the nearest future, according the information available to ANRCETI.
The deadline for applying expires on December 15.
