National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) published on its website for public consultation, draft (.pdf) Administrative Board Decision on approving the tariff-setting methodology for postal services within the scope of universal postal service. This Methodology, according to the Law of Postal Communications (hereinafter - Law no. 36/2016), will be approved by ANRCETI Administrative Board. The public consultation will last through August 8, which is the deadline for providing feedback on the document.

The Explanatory Note to the draft document indicates that it was prepared pursuant to Law no. 36/2016 and sets out the method of tariff calculation for universal postal services and tariffs for the use of the public postal network by postal service providers, tariff approval and revision.

The draft Methodology contains the formulas for tariff calculation and specifies that the calculations will be based on the latest information available from the separate financial statements prepared in accordance with the Methodology for allocating production costs per reserved and non-reserved services of State Company "Posta Moldovei", approved by ANRCETI, and will take into account the specific nature of domestic and international services.

According to the consulted document, State Company "Posta Moldovei" as the universal postal service provider designated by Law no. 36/2016, will develop in accordance with that methodology the draft tariffs, accompanied by their calculations and will file it to ANRCETI for approval.

Also, annually before June 30, State Company „Posta Moldovei”, will submit to ANRCETI financial reports containing operational and capital costs of the provision of domestic and international postal services within the scope of universal service and operational revenues from the provision of those services; operational costs and capital costs for the provision of access to network elements provided by State Company „Posta Moldovei” to other postal service providers for universal service provision and operational revenues from the provision of these services.

Where ANRCETI finds, as a result of report analysis, that the difference between the total operating revenues and total operating costs mentioned above is higher than 3%, it will require that State Company „Posta Moldovei” revise tariffs for those services.
