6. Technical Permits for Radio Communications Stations
General Provisions
A technical permit is a document attesting the right to use one or more radio communications stations on assigned radio frequencies and channels. The document is issued pursuant to Law no.241-XVI and the Instruction (doc. in state language) on Technical Permit Issuance for the Use of radio Communications Stations, approved through ANRCETI Administrative Board Decision no. 16 of 23.09.2008.
For what types of radio communications stations are technical permits issued?
Technical permits are issued by the Agency for the following radio communications stations:
a) used for corporate and individual needs (for amateur radio stations, CB (Citizen Band), taxis, electricity networks, security systems, etc.), occasional transmissions, including via satellite, associated technology;
b) used for radio relay networks within electronic communications networks.
Remark: For the aforementioned types of radio communication stations the use of radio frequencies and channels is allowed without a License for the use of radio frequencies and channels.
Who can obtain a technical permit?
Any natural or legal person intending to operate (a) radio communications station(s).
What documents are necessary to obtain a technical permit?
In order to obtain a technical permit the applicant needs to fill in:
- an application (simple form - in state language), with the following attached documents, issued by:
a) National Radio Frequency Center:
- the approval, which includes the results of the selection, calculation and coordination of the radio frequency or channel required;
- the Technical Project of the radio communications station(s);
- the conformity certificate for radio electronic facilities of the station(s), in copy;
- Minutes of the technical measurements of the station (stations).
b) Sanitary and Epidemiological Service
- Approval of coordination for the radio station(s) location, in copy.
Remark: The request is considered accomplished where all legal requirements on the submission form and content of documents have been met.
How are the application and attached documents submitted to the Agency?
The application and documents attached thereto shall be submitted to the Agency's office only in one of the following ways:
- by personal submission or by a representative of the applicant or provider, under signature
- by post, with confirmation of receipt.
The date when the Agency representative in charge has applied his signature to confirm the receipt of the application with appropriate documents attached or the date of confirmation of receipt via registered mail shall be considered as the date of submission.
How long does it take to issue a technical permit?
The Agency issues technical permits within 10 days from the date the filled-in application form is registered.
Remark: Technical permits are issued free of charge. Applicants need to pay only for the services provided by the National Radio Frequency Center.
What is the validity term for technical permits?
Validity term of technical permits is:
a) for radio relay stations used in mobile networks - 15 years;
b) for amateur radio stations - 3 years;
c) for other types of radio stations - 5 years.
