2. Notification (General Authorization)
For obtaining the right to install, operate, manage, maintain and/or liquidate
electronic communications networks at the state frontier of the Republic of Moldova

General Provisions

The procedure for the activities contained in the title is set forth in the Regulations on Conducting Activities of Installation, Operation, Maintenance and/or Liquidation of Electronic Communications Networks at State Border of the Republic of Moldova, approved by Government Decree No.974 of 12.08.2008.

Who can submit a notification?

Only providers of electronic communications networks (authorized under the Regulations on General Authorisation Regime and License Issuance for the Use of Limited Resources in the Provision of Electronic Communications Networks and Services, approved by ANRCETI Administrative Board Decision nr. 57 of 21.12.2010 - doc. in state language) can submit a notification to obtain the right to install, operate, manage, maintain and/or liquidate electronic communications networks at the state frontier of the Republic of Moldova.

How does a notification take place?

The applicant effects a notification by filling in a standard Form for additional notification and the Form for abstract network description, to which the following documents – part of notification must be attached:
- Copies of contracts with land or real estate owners or, if appropriate, a court ruling,
- Copy of approval from Information and Security Service (application standard form and list of documents to be submitted to ICS),
- Copy of approval from State Ecological Inspection (application standard form and list of documents to be submitted to the State Ecological Inspection),
- Copy of approval from Border Service (application standard form and list of documents to be submitted to the Border Service),
- Copy of approval from Customs Service (application standard form and list of documents to be submitted to the Customs Service),
- Urban Certificate and building authorisation from the local public authority, the territory of which is intended for the planned activity;
- The layout of the electronic communications network built out in the border zone and the geographic coordinates of the zone,
- Experts’ approval for the joint parts of the project with reference to electronic communications networks, where the networks are planned within a joint project with other infrastructure networks.

The approvals are issued by the coordinating bodies within 10 days, based on applications, supplemented with the documents listed thereof.

Remark: The notification shall not be considered as successfully performed unless all the legal requirements in terms of submission form and contents have been accomplished.

How are the additional Notification Standard Form and associated documents filed to the Agency?

The documents can be filed to the Agency in one of the following ways:
1) by submitting personally or having them submitted by the applicant’s or provider’s representative in charge, under signature;
2) by means of registered mail with advice of delivery;

How long does it take for the Agency to adopt a decision?

The Agency, within 7 days from the date the notification was submitted, issues an additional Informative Declaration, confirming the right to start the work as indicated in the Declaration.

Remark: All the procedures associated with the installation, operation, management, maintenance and/or liquidation of electronic communications networks at state border of the Republic of Moldova are free of charge.

What is the notification validity term?

Like in the case of general authorization, the authorization for the listed activities is not time-restricted.
