National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The Agency develops and applies measures of technical regulation, as to the activity of electronic communications network and service providers for the purpose of implementing the sector development strategy, ensuring interconnection and interoperability of electronic communications networks and services, promoting competition and protecting network and service users.

The Technical Regulation and Standardization Department is in charge of the above-mentioned measures. The activity of this sub-division is mainly targeted at the following:
• To participate in the development and implementation of technical regulations and standards in accordance with the electronic communications development strategy;
• To ensure technological neutrality of the regulations developed by the Agency;
• To define the principles and rules of network interconnection and access to networks and services;
• To participate in assignment of electronic communications network and service providers with significant market power with obligations pertaining to network interconnection and access to electronic communications networks and services;
• To develop and manage the National Numbering Plan, as well as regulations with reference numbering;
• To promote innovations and to apply new technologies in electronic communications, to evaluate their impact on market development and propose implementation of new services;
• To evaluate the standardization activities in the sector, to propose adoption of international standards under the status of national ones and to develop regulations on applying the standards.
