National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) announces public consultation of the draft decision on approving tariffs for postal services in the sphere of universal postal service (UPS) and tariffs applied for the use of the public postal network of State Posta Moldovei company. The public consultation will run till January 31, 2022, this being the deadline for submitting recommendations.

According to the Information Note to the project, it was developed under the Postal Communications Law no. 36/2016 (art. 4 paragraph (2) letter g) and art. 12 paragraph (3)), which provides that ANRCETI approves, in a transparent and public manner, the tariffs for postal services in the field of UPS, as well as the tariffs applied for the use of the public postal network.

It should be noted that in 2021, the Court of Accounts of Moldova performed an external audit in order to verify the conformity of public assets management by Posta Moldovei company in 2020. The recommendations of that audit report, approved by Court of Accounts Decision no. 69/2021, provide, inter alia, to ensure the approval by ANRCETI, jointly with the Posta Moldovei company, of the tariffs for the postal services in the sphere of UPS, informing the Court of Accounts, within 12 months after the publication of Decision no. 69/2021, as to the actions taken in order to execute the said recommendation.

Thus, taking into account the above, in order to ensure the viability of the postal network of Posta Moldovei company, with the view to ensure cost orientation of the tariffs for services in the sphere of UPS and to stimulate the provision of an efficient universal postal service, compliant to the normative acts in force, Posta Moldovei company submitted to ANRCETI, for examination and approval, the draft tariffs for postal services in the sphere of UPS. Also, for the first time, the tariffs applied for the use of the public postal network by other postal service providers were proposed for approval. This aims at developing competition in the postal communications sector by setting cost-oriented tariffs for the access of other postal communications providers to the postal network of Posta Moldovei company. The tariffs were calculated in accordance with the Methodology for setting tariffs for services in the field of UPS, approved by ANRCETI Decision no. 25/2016 and were coordinated with the founder of the company - Public Property Agency, in accordance with the provisions of Law no. 246/2017 on State and Municipal Companies.

The tariffs for postal services in the field of UPS and the tariffs applied for the use of the public postal network of the Posta Moldovei company are expected to enter in force starting April 1, 2022.
