ANRCETI will take part in technical assistance project delivered by European Commission

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) will take part in a technical assistance project delivered by the European Commission (EC) to the EaP Regulators Network (comprising electronic communications regulators from Eastern Partnership countries: Armenia, Azerbaijan, Belarus, Georgia, R. Moldova, Ukraine), for the inception of which ANRCETI has been designated as coordinator. In this respect, on January 24, ANRCETI hosted a meeting between Director, Sergiu Sîtnic and the team of experts from Pricewaterhouse Coopers designated by EC as contractors for the mentioned project. The agenda of the meeting was dedicated to the project program to be developed by the experts after they make an assessment of needs of all the EaP Regulators, beneficiaries of the project.

The EaP Regulators Network was established in September, 2012, in Chisinau. The main objective of the Network is to develop and strengthen the cooperation relations both between EaP regulators and between the latter and their counterparts from EU countries, by means of coordinating the principles of electronic communications market regulation, making it more efficient and predictable.  

The main emphasis in the work of the new organization will be placed on ensuring a regular exchange of information and experience between EaP and EU electronic communications regulators, on monitoring market developments and regulatory framework in EaP countries, on approximation to EU standards and the application of best regulatory practices in EaP countries.

For achieving these goals, the EaP Regulators Network will benefit from the two-year technical assistance project. The project value will be about 1 million euro. The work of the project also envisages exchanges of experience, seminars dedicated to current regulatory issues, as well as comparative analysis of electronic communications market development and evolution of the regulatory frameworks in EaP countries, which will be regularly updated.

During the meeting with the Pricewaterhouse Coopers experts, ANRCETI representatives proposed a number of current regulatory issues such as market analysis, ex-ante regulation, spectrum management, universal service and fund, to be included in the project program.  

The project program will be proposed for discussions and approved during the Plenary Meeting of the EaP Regulators’ Group that will be held in March 2013, in Kiev, Ukraine.
