Foreign experts will offer assistance to ANRCETI in drafting market regulation strategy

A team of experts from consulting company Great Village International Consultants (GVIC) from Canada will offer assistance to the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) in drafting the strategy of electronic communications market regulation for a medium term. This is one of the subjects to be discussed by the experts, whose mission to Chisinau is scheduled for January 20 - 28, 2010 as part of the technical assistance project „Communications Regulatory Development”, offered to ANRCETI by European Bank for Reconstruction and Development.

The project, launched at the beginning of October 2009, is targeted at providing technical assistance to the Agency in the process of enforcing the new Law on Electronic Communications and harmonizing the national regulatory practices in the sector with the EU norms and standards. The project will be implemented through October 2011.

The visiting experts will also meet officials from the Ministry of Information Technologies and Communications (MITC) to discuss the draft strategy of ICT sector development, the draft concepts of transition to digital television and broadband Internet development. These documents were drafted by the Ministry and will serve as basis for drafting the strategy of electronic communications market regulation.

The team of experts and ANRCETI staff will also sum up the first stage of the training program for ANRCETI staff, held in December 2009 and will identify the subjects of interest for the stages to come.

According to the work agenda, in a training scheduled for January 21-22, the Agency specialists and the operators will look into the economic and technical issues of interconnection and access to telecommunications infrastructure, negotiation of interconnection agreements, drafting reference interconnection offers, interconnection pricing, etc. The training program for January 27 includes a study of the competitive market fundamentals.

The “Communications Regulatory Development” project is the second technical assistance project offered to ANRCETI. The first project was offered to the Agency at the beginning of its existence – in 2000 - 2002, by USAID.
