In 2009 The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI – www.anrceti.md) assigned over 722 thousand numbers from the National Numbering Plan to providers of electronic communications networks and/or services requested for operational activity. The total of numbering resources assigned by the regulator in 2009 does not significantly differ from the one assigned in 2008.
Telephone numbers are part of limited resources under public state property and are assigned by the Agency to providers of electronic communications networks and services through licenses. The resources are any numbers and codes that serve to identify the subscribers and the providers. In 2009, the regulator issued 95 such licenses.
The numbering resources for public mobile networks were most frequently requested: 600 thousand numbers assigned by the Agency, distributed to companies as follows:
MOLDCELL - 300 thousand numbers of 783 XXXXX, 788 XXXXX and 630 XXXXX number blocks; Orange Moldova - 200 thousand numbers of 601 XXXXX and 602 XXXXX number blocks; MOLDTELECOM - 100 thousand numbers of 673 XXXXX number block (X = 0....9).
The numbering resources for public fixed telephone networks followed the mobile ones in terms of quantity. Such resources were assigned to companies „MOLDTELECOM” – over 100,7 thousand numbers and to alternative operators providing local fixed telephone networks and services - 12 thousand. Providers of public telephone networks and services were assigned 9,1 thousand numbers for the provision of information services „Free phone” (free of charge telephone call) and value-added services „Premium rate”. One thousand telephone numbers were assigned for the provision of taxi, IP-telephony services, etc.
According to the legislation in force, the Agency draws up and administers the National Numbering Plan, manages and assigns numbering resources to the providers of electronic communications networks and/or services pursuant to the corresponding Regulations. Providers use the assigned resources for their own needs or re-assign them to their subscribers or other legal persons providing public services. Licenses for the use of numbering resources are valid for 10 years, except the cases when such licenses are requested for a shorter term and when they are issued to holders of licenses for the use of radio frequencies and/or channels, granted through a tender, which are valid for 15 years.
