National Regulatory Agency for Electronic Communications and Information Technology of the Republic of Moldova

The National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) modified the statistical report forms „CE-2. Fixed networks and services”, „CE-3. Mobile networks and services” and „CE-4. Audiovisual networks and services”. These were approved by ANRCETI Administrative Board Decision no. 70, 20.12.2012 (doc. in state language). The Decision entered in force on January 1, 2013, which means that starting with quarter I of 2013, providers of electronic communications networks and services will have to report statistical data on basis of new forms, approved by ANRCETI.

The modifications made to the mentioned statistical forms are intended to expand the volume of information ANRCETI needs to assess the existing trends on the electronic communications markets, the development of new technologies and services, such as 4G, and to conduct market analyses.

The statistical form „CE-2. Fixed networks and services” has been supplemented with new indicators, such as: investments in Internet and data transport networks and services, number of fixed and broadband access subscribers – legal entities, to broadband access services divided per technologies (xDSL, FTTx, DOCSIS, others). The form „CE-3. Mobile networks and services” contains the following new elements: investments in fixed telephone networks and services, data transport and Internet, mobile communications, number of M2M, 4G LTE subscribers, the form „CE-4. Audio visual networks and services” – indicators related to investments in fixed telephone networks and services, data transport and Internet (fixed networks), mobile communications, as well as total number of multichannel TV subscribers.

The amendments and additions made in the statistical report forms are reflected in the Instructions (doc. in state language) on how to fill them out by an electronic communications provider.

As a rule, the forms „CE-2. Fixed networks and services”, „CE-3. Mobile networks and services” and „CE-4. Audio visual networks and services” are filled out and sent to ANRCETI by providers of electronic communications networks and services quarterly, within 45 calendar days from the end of the reporting period. The data included in the quarterly statistical report forms are calculated cumulatively during the year, whereas the data of quarter IV have to correspond to the annual situation.

Providers of fixed telephone networks and services, broadband Internet access and multichannel TV must also annually submit the statistical form „CE-5. Geographic breakdown of provided services”, which includes statistical data about the number of subscribers and access technologies used per localities. These providers and all the others duly authorized are required to fill out and submit to ANRCETI one more statistical form – „CE-1. Operated networks and provided services”. All the forms are downloadable from ANRCETI Web page.

The filled out forms need to be delivered to ANRCETI electronically, to raport.statistic@anrceti.md and also in one of the following ways: (i) by personal delivery or by provider’s representative to ANRCETI office, under signature; (ii) by registered postal service with confirmation of delivery to ANRCETI address: office 410, 134 bd. Stefan cel Mare, Chişinău mun.
