Current aspects of competition regulation on electronic communications market discussed in Chisinau by regulators from Eastern Partnership and EU countries

On June 2-3, a workshop for Electronic Communications Regulators from Eastern Partnership (EaP) countries on competition in the electronic communications market took place in Chisinau. It was organized by Electronic Communications Regulators Network (EaPeReg), with the support of the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI), under a technical assistance project of the European Commission (EC).

The event was attended by representatives of regulatory authorities from six EaP countries (Armenia, Belarus, Georgia, Azerbaijan, Ukraine, Moldova) and experts from three EU Member States (Germany, Lithuania, Romania). This was the second workshop on topical issues in the four regulators from EaP countries planned for 2016. The purpose of these workshops is to provide the necessary support to beneficiaries in the process of harmonization of national regulatory practices with the European standards applied in electronic communications sector.

The workshop Agenda contained presentations by ANRCETI specialists covering their experience in regulating competition on electronic communications market, representatives of Armenia, Ukraine, Georgia and Belarus on new regulatory developments in their countries, as well as presentations from EU regulators from Germany, Lithuania and Romania. The participants also discussed issues related to regulation OTT services regionally and globally, manner in which they affect competition in the electronic communications market, current issues of market regulation of wholesale access to other market segments.

The EaPeReg Network was created in September 2012 in Chisinau, at a regulators’ meeting. The mission of the network is to ensure regular exchange of information and experience between regulators from EaP and EU countries, harmonization of the national legal and regulatory frameworks in EaP countries with the EU standards and application of best practices gained by European regulators.
